My dad was an inch from running someone over when backing out of his parking spot because he didn't shoulder check, and his first response was to blame the person for being where he didn't look.

Well, I once wasn't paying attention and almost hit a woman who was crossing the street in a crosswalk. Instead of hurrying along, she stood there in the middle of the street with her hands on her hips making some comment. What she failed to understand, and what you fail to understand is that accident or not, the car will win every time. So your dad blaming the person who was in his blind spot is correct. Although your father needed to take greater of what was behind him when backing, the person in his blindspot needs to insure he/she was seen by the driver when walking behind a car because during a collision with a pedestrian, regardless of who is in the wrong, the car will win.
